Add obtrusive light calculations (points and surfaces) for compliance with EN 12464-2 and CIE 150

Ev onto properties and I think Building Facade Luminance can be done already, but we need Luminaire Intensity (both EN12464-2 and CIE 150 methods), Upward light ratio and Upwrad flux ratio. there may also be a need to add Veiling luminance and THreshold increment for road lighting too.
