Has E-minimum replaced the E-minimum/E-average ? (in outdoor lighting)

Many years ago I was told that the Illuminance together with the Uniformity were THE most important parameters of outdoor lighting.

Only recently I struggeled with the Dialux reports, since there seems to be no way to get : E-minimum/E-average in my reports. "All of the sudden" we need to accept that the E-minimum is the most importante parameter.

I still have not figured out what the difference is between:

3 lux 0.2 (the oldfashioned way to indicate illumination class P5) or 3lux with a minimum value of 0.6 Which seems to be the new stanndard way of in dicating Class P5

Since E-minimal [0.6] /E-average [3] is still 0.2 there seems to be no difference exept that I can not get it in my reports anymore.

The good old 3LUX0.2 seems to have 'died' and nobody seems to be able to explain me why (or more important, how I can get it in my (outdoor-lighting) reports again.
