Minimizing Glare rating

Hello Everyone,

I'm currently working on an outdoor car parking project. The minimum lux level required is 20 lux. No matter what type of optics I use the glare rating for the parking always exceed 50. At first, I set the luminaire mounting height at 9m but after seeing how increasing the height reduces the glare, I have decided to use 11m as mounting height. Even after changing the mounting height the lowest glare value, I got was 56. I have been mindlessly changing the luminaire and arrangement of the light but still couldn't get the value below 50.

Here, are some more details: -

length of the parking = 94m, Breadth of the parking =26m, the maximum mounting height I can go is 11m, Span between the pole is 24m but can be adjusted to get the desired value, the shape of the parking is normal rectangular parking with entry on right side and exit on top right section.

Glare Rating parameters was set as it except I choose exact calculation according to CIE 112 and the height offset at 1.5 m. This has been my biggest enemy. I have got few results as at value less than 50 but that was when the height offset was set to 0m. Isn't it supposed to be calculated at eye lvl?

So, how to reduce the Glare rating guys? is it the specific type of optics or are there any other thing I have been neglecting.
