we are planning a closed parking garage. The walls, ceiling and floor should be black (reflection level 3%). A maximum UGR value of 25 must be achieved. We cannot achieve this value, even with well-shielded lights after many calculations. This is probably because the room is black?

We would be very happy if someone could tell us whether there is a solution to this, or whether the color black needs to be changed to a lighter color.
